#4 ITALY'S government rushed through a decree law today toughening penalties for sex offenders and permitting neighborhood citizen patrols after a spate of high-profile rapes by immigrants sparked national outrage.

Because in Italy, there's a long tradition of an alternative source of 'justice' whose power the government has spent long and hard efforts to reduce. Nothing like showing that the only real recourse a citizen has is to give their loyalty to those who'll give them what the government won't.

#5 You can bet that the local Mafia is all over this issue, trying to use it as a wedge between the people and the police. If the locals feel that the government is not protecting them, and the local Families make a couple of examples of rapists, the cops are SOL on local intel about Mob activites.

#6 Of course, the Mafia can play both ends against the middle on this one : whack the rapists on the streets, or have them knifed to death in the prisons - making sure the word gets out that this is the Mafia's approach to justice.
