I'm going to have to go ahead and disagree with you on that.

Every Arab ruler has to worry about assasination by various enemies no matter how they deal with the terrorism issue.

The King of Jordan, the King of SArabia, the Pres of Egypt, all of them deal with terrorism somewhat differently and all have extensive multilayered security services, including special agents who are in charge of making sure other special agents are in line.
