#1 Hamas couldn't form a government if they made it out of Play-doh. Unless by 'government' you mean 'thieving band of murderers'. Which is unfortunate because the last thing the Paleos need is Yet Another Thieving Band of Murders.

One of the main obstacles to a Paleo state, ignoring their dedication to joo-killing for the moment, is the fact that the Paleos do not speak with one voice. Right now, it is as if the Crips and the Bloods were trying to form a state in the LA suburbs. They are not fighting over political organization, they are fighting over power.
