#1 Have the Ethiopians pull out, and bomb the Somalis back to the stone age, and keep them there. Anything more modern than an ox-cart will be immediately bombed. It won't do the Somalis much good, but it would put a stop to the rest of the stupidity from that area of the world, such as piracy, hijacking, and gun-running. Turn a blind eye to the "humanitarian cricis", since it's a direct response of not having a working government.
