#1 Murder or kidnap a guy's whole family - a sure way to get him (and his tribe) to come over to your side, or at least quit opposing you. Well, if it works (I am certain it won't) then Iraq is hopeless, its people being castrati/Democrats.

One would think so but even recent reports portray the Iraqi police as being riddled with terrorist operatives and sympathizers. Unfortunately, cleaning out all the bad cops is an almost impossible proposition. I cannot imagine any sort of effective screening or vetting process for the hiring of new recruits. A good starting point would be to polygraph every single officer, cadet and new applicant. Using such a technique, I doubt that they could find even a handful of truly clean individuals. Finally, it's difficult to imagine that tribal alliances and clan loyalties would not trump official duty at the drop of a hat.
