#1 Little tidbit from the Woodrow Wilson Centre...

Dr. Siddiqa has been a civil servant for 11 years, including a two-year stint as director of Naval Research with the Pakistan navy. The holder of a Ph.D. in War Studies from Kings College, University of London, she has authored Pakistans Arms Procurement and Military Buildup, 1979-99: In Search of a Policy, as well as numerous journal and periodical articles relating to security and defense issues.

Very interesting. She would have top security clearances and access.
Possible inter-service rivalry? The Pak Navy taking on the Army?
