#1 Why would a suicide bomber need these things when he is out to hit his target?

Option 1: To call home
"Hey ma! I'm about to be on TV! Turn on Al-Jizz and watch for a while!"

Option 2: To receive instructions/threats to family/encouragement from his chicken$hit handler.

I would guess more likely #2.
