#2 I would not be surprised to see them beat most of the charges on grounds of 'entrapment.' If stopped before a successful attack, then they didn't do/cound not have done anything wrong, so you just have to wait for a successful attack and then arrest them afterwards - that's how police work works.

#3 I'm sure it's against the health codes to live in a Florida warehouse. Especially if, as I assume given the stories of the inhabitants begging drinking water from the nearby church, it doesn't have proper sanitary facilities. They'll be convicted of something.
