#2 this seems a bit of a no-brainer to me, but then I'm very tired. Of course the Pakistani support is creating a safe haven. It seems to me that the headline should read Pakistani Support Continues To Hamper Afghanistan's Effort To Build Democracy. But hey, that's just me.
