#2 Here in the SE UK Council Estate, ie warren, I live in, they have a novel approach.

They just gate the alleys at both ends, with keys given to the residents concerned. Who'd a thunka that, eh?

We're thinking of turning ours into a Scope-sighting range, ie, long straight and narrow, perfect.

No more escaping down them alleys, for there are no more alleys. Seems to work for Bob, and he got no flak for demolishing a moque either. Sounds good to me, but a bit extreme.
