#3 A special operations source said Downing’s point “was that you have put SOCOM in a tough situation in terms of the [Unified Command Plan] and the inability to get the geographic combatant commands to, in fact, get with the program and allow SOCOM to have certain authorities within their area of operations.”

This is whining bullshit, and a fine example of "purple" out of control. Firstly, highly decorated former Seal or not, permitting a Navy Vice Admiral to brief the SECDEF on issues with potential direct impact on the Army was a mistake. Secondly, US Special Operations Command (USSOCOM) is a "Functional" command vs regional, as are Joint Forces Command (JFCOM), United States Strategic Command (STRATCOM), and US transportation Command (TRANSCOM). The Combatant Commands (regional) have organic subordinate component command Special Operations elements and primary staff advisors who have the responsibility of making sure SOF operational capability message is effectively carried to the Combatant Commander. If the JSOC or SOF component command relationship is broke or weak, I can assure you the office of the Assistance Secretary of Defense for Special Operations and Low Intensity Conflict (ASDSOLIC) will know very quickly and initiate measures within the 5 sided nut to fix it. Pitching a "declining capabilities" slide is suicidal. Presenting an impressive current force utilization and deployment slide (we are fucking everywhere) along with projected future un-resourced requirements is the preferred Army method. Unless you just want to piss him off, let the SECDEF come to his own decisions about "broke." One more star won't mean a thing. Subordinating JSOC directly to anyone in the Pentagon is absolutely ludicrous. Forcing the SECDEF to bring in esteemed retirees for answers means you've missed the drop zone. Just my humble opinion.

#5 Elevating the rank may have been quite necessary. My heartburn, and maybe it is just me, is the justification and method by which it was undertaken. I'm a bit biased by some of the players involved as well, as are many who have been associated with that community.
