#3 Germany's constitutional court has scrapped a law allowing the military to shoot down passenger planes suspected of being hijacked for terror attacks.

"Suspected"?

Well, I guess the intent isn't quite clear until the attack has already been conducted, whereupon the plane can then be shot down....
