#3 The thought crossed my mind too - though I guessed Bloody Mary. But that may be unfair: I live in New Orleans & get to hear lots of the mayor's comments, and see him interviewed on local tv, and he never seems 'under the influence' - he just tends to open his mouth before putting his brain in gear. And pretty much always has.
Actually, I would say fatigue and frustration are at least as likely causes of his ill-advised comments. He was frustrated dealing with the New Orleans and Louisiana political processes BEFORE Katrina, and it has gotten lots worse. I don't think he's doing a great job with the recovery, and I suspect he knows it. But he probably doesn't think anyone else around here could do/have done any better, and sadly, he's almost certainly correct about that.
