#5 And water pumps, I understand their wells are saline and not drinkable.

Also water pumps and mains are harder to repair, they take much longer to fix than powerlines.

Remember the fatal "Fours"
Four minutes without oxygen,
Four days without water,
Four weeks without food,
Electricity is not mentioned.
