#1 The head of the FSB security service in Dagestan, Nikolai Gryaznov, said the siege and a separate assault on rebels hiding in a house in nearby Kaspiysk -- in which a total of four Russian troops died -- had averted a major terror act.

Kaspiysk is where a major military airfield is as well. Rebel may have had a military target in mind.

#3 Unlikely. There is s'posed to be a Russian Naval Infantry detachment based there for local defense of the air base. A guerilla diversionary assault would most certainly be crushed in a militarily rapid and efficient manner by Russian Marines.
