#3 A quick search around the net seems to indicate someone doesn't have a basic grasp of chemistry and Rheocrete is not explosive. Best theory I have come across is that terrorists stole it thinking it was explosive. Here is good discussion on the subject.

#4 Rheocrete is a nonflammable, noncombustible concrete admixture for anti-corrosion protection of the rebar. Phil's right - the journalist, as usual, has no idea what they're writing about

#5 Because it contains nitrogen they apparently assume it's a fertilizer (which have lots of oxygen, hydrogen and carbon as well), and therefore a possible explosive.
