Now, of course, there are more articles in the Geneva Convention than just Article 4A2a-d, and even subsections of Article 4 not mentioned here.

Yes, of course, and some of them require proper treatment of an occupied civilian population.

#3 Mike, I don't think that the Geneva Convention covers civilians. I think that the guys at the convention defined civilians as people who don't shoot soldiers and manufacture mines. The kind of model that was usual during the time of the first Geneva Convention was for the occupied territory to be under marshal law. Those found bearing weapons without wearing uniforms were usually assumed to be saboteurs or assassins to be summarily executed upon capture. But you're correct; making brutal assassins saboteurs were panties on their heads has never been an accepted practice. We crossed the line there, and the guilty need to be punished.
