#9 Welcome to the new Haiti - same as the old Haiti - the REALLY, REALLY OLD Haiti.

If memory serves me (which, since I have CRS, is a big IF), we've sent troops to "restore order" in Haiti at least three, and possibly four times, beginning in the late 1800's. Nothing ever seems to change. Someone mentioned something about stupidity being doing the same things over and expecting different results. That's an excellent definition of the situation in Haiti.
