#2 Track them down and kill them.
I'm a bloodthirsty SOB. If I caught any of these perps, I'd do my best to stake 'em out on the highest, most open place I could find, using something like battleship anchor cable, and strip them down to the short hairs. Keep a couple of people on guard to make sure no one rescues them. It's getting to be winter in Afghanistan. Let the wind and the cold do to them what it can. After a month, go back and recover the chain.
