It's more the other way around, the Baloch's only make up a few percent of Pakistan's population, and in the last few decades millions of Pashtun's and Afghanis have moved there, so that Quetta now has a Pashtun majority.

The main cause of the violence in the province is that the Punjabis will start to settle in Baluchistan in great numbers, as there are cities in Punjab that have more people living in them than the whole of Baluchistan.
