#1 Don't the Germans have hospitals so that these people don't hurt themselves, and others?

The US did, until 40-50 years ago, when they were all turned out on the streets and moved to San Francisco and Portland.

#2 We only find out about the hospitals after the fact, after the death & destruction has already occurred.

Good thing the x-mas markets were cancelled...might have been a lot worse.
