#1 Average turnout in Milwaukee, 1960-2016: around 60-61%
Highest turnout: 2012, Obama's re-election: 65%
Lowest turnout: 2016, Obama's two nemeses: 56%
Standard deviation probably 3%, maybe 4% at most

So the claimed results in 2020 - 91% turnout - would be at least seven standard deviations from the norm.

About a 1 in 10 million probability -- if no fraud.
