#4 It should become standard and public policy that any jihadi leader who call for attacks on the USA thereby consents to be added to our target list.

Israel and the UK need similar policies.

Parallel to the nuke doctrine, on a more personal level. This should help clarify to the Moslems what freedom of speech does not include: death threats.
