#3 My guess is clever muslims, who don't care for the well-being of their population... as long as this trick allows them to further the insularity and the paranoia/feeling of victimization of what they want to remain a separate community... so that this separate community within India (but could be an another kufr country) can keep its muslim identity, and eventually weaponized against its host society.
