PA allows vote harvesting but still will reject 'naked' ballots, that is ballots that are not contained in the secrecy envelop.

Most analysts feel the 'naked' ballot rule will hurt Democrats since many of their voters discard the secrecy envelop or are too stupid to figure out how to place a ballot in an envelop or sign the ballot instead of the envelop.

The unknown here is how well trained the harvesters will be.
