#3 Is quid pro quo in such circumstances against the law? I mean, if the president is concerned that an American citizen is involved in corrupt activities in a foreign country, wouldn't it be wise for the president to seek some assurance that vast amounts of money meant for legitimate military aid to the country will not be used to line the pockets of corrupt individuals?
