#1 Sorry, it's a no-win. Imagine hypothetically that it was possible to stop all importation of hard drugs from outside America's borders. The people who want to get high are going to find a way to do it. When I was in college, I had a friend who worked nights as a security guard at a chemical company. People used to get over, under or through the chain link fence behind the warehouse to steal industrial solvents from 55 gallon drums. He often caught them because there were, in his words, "the most pathetic derelicts." They couldn't get any skag so they were huffing toluene and benzene if they could get it. Some were passing around a gallon clorox bottle of "tulio" when he grabbed them, they were in such a hurry to get high they didn't even get outside the fence before they incapacitated themselves.

Now, return to that opening hypothetical. Admit that that ain't happening. The "war on drugs" isn't about stopping the devastation that illegal drugs cause, it's about $$$ for LE, courts, rehab outfits, lawyers, on and on.

Nobody who is paying attention is confused about this.

#2 Secure the borders. Step 1. That solves a ton of issues.

Murcek, nice anecdote - an anecdote that means exactly jack shit in terms of proof or fact.

Treatment, diversion, etc, will not work unless you also dry up the supply and make it very very hard to get the drug, and the rehab and curatives are fare more common. Until you address the ample supply, demand will grow with it. Its not a one or the other solution. You have to do both.
