Corruption is harvested in some "ripe" foreign country like Ukraine by an evil hedge-fund billionaire who has paved the way for corruption via a fomented revolution. The skids are greased by Deep State cover-up minions within the government. Money comes back to dirty politicians to enrich them and expand their power.
