#1 It's a behavior that is instilled by the institutional atmosphere in which POWER by any means is rationalized and, often, telegraphed by accusing others of the exact behavior [ie Freudian Projection]. Somehow in their thinking, stuffing the ballot box is not suppressing the legitimate vote which they accuse the other people of in wanting true ID verification of the voter.

#2 As in the Federal Service, the term "Fire" oftentimes equates to job change vs actual termination of employment. Many here are familiar with the old term, "screw up - move up".
