#5 We need to handle this very carefully. The diplomatic consequences could be profound. The only way to do this properly is to train a special police unit, comprised of 1/3 Shia (Marsh Arab only), 1/3 Sunni, and 1/3 Kurd, work with them night and day until they're drilled to perfection, then stage a daring raid on Sadr's headquarters, drag him into the street, and string his sorry ass up over the nearest telephone pole or other such suitable device, beat him until he's bloody, and then stand guard around him for a month or so, to make sure he decomposes "properly". THEN let his followers have what's left.

Each time someone decides he's the next "HOLY LEADER", do the same thing. I'd wager than within a decade, the Mullahs would get the message...
