#2 Intercommunal violence. South Sudan should be broken into three states to end the killing. The Dinka will never live with the Nuer and vice versa. The Equatorial tribes want little to do with either. Thus you have three states: West Nile for Dinka, East Nile for Nuer and Shilluk, and Equatoria for the various tribes of the far south.

#4 g - an ignorant statement. The Dinka and Nuer have had regular armies and fought Khartoum from the date of Sudan's independence in 1950 until the recent independence of South Sudan. They damn well know how to use modern weapons.
