In California, a few years back, they were running a phony "school" with exactly the same kinds of fraud, movable events to fool lax verification, publicity and centralized "colony" housing sites. Long term plans to consolidate the tribal connections to areas with a local political outreach plane for gradual tribal candidate placement.
