I have never before heard of a government providing or allowing fuel shipment to those attacking its civilians.
The message such shipments gave to Israel's adversaries was that the Israeli government is afraid of them.

#6 An aside; I hope Germany is paying attention. While I agree with Israel and support them, it reminds me of the power Russia will have over Germany.
