It's the inevitable transformation of a socialist state with the well-to-do connected at the top (inner party), their strap hangers (outer party) and the proles parceled all the left overs. The middle class will be a near extinction population enough to qualify for endangered species status.

#2 You know what taxes affects most? The value of real estate -- the immobile resource. Things that are mobile don't bear the brunt of tax burdens. I'm all for lower taxes, but Civic Report 71 gets an F in economics.

#3 Sorry, let me elaborate. A proper analysis of migration would estimate a model of the decision to locate in a place as a function of various characteristics of the person and the place. Sorry for going on too long.

Proposition 13 pretty much limited taxes on real estate around in 1978. The decrease in income affected more the county and municipal governments than the state government; due to declined property values, the tax revenue is now even less.

The State of California primarily derives its income taxes on other-than-real-state: capital gains, corporate profits, sales taxes, income tax, etc, not to mention regulatory and compliance fees.

#5 The Texas Governor and others have been wooing businesses to move from the taker politicians for some time. Now that those businesses have been moving, they are now wooing Californians who believe in "Individual Responsibility".

What will be left behind will be the "Greek Nightmare", politicians elected promising entitlements and handouts, the takers, and nothing left to hand out. Lets see what happens NOW between those two types of characters.
