#1 Training schedules override regulations on wet-bulb warnings. There are no ~~snow days~~ heat days in the schedule*. Command is more than happy to accept the casualties. The casualties not so much. Heck even if you relieve them of their command they have a good retirement awaiting.

*not that they'd sacrifice the graduation ceremony for a day (plus a day of rehearsal) to make up for a heat casualty.
