#3 The war against AQ was authorized by an AUMF passed by Congress in September 2001. That doesn't cover ISIL today. The 90 day clock is in countdown (the clock established by the Donks in the War Powers Act).

#4 Limited or global? ISIS seems to be attracting jihadist boneheads from all over the world including the U.S. A lot of whether things go global is up to them unless things can get tamped down where they are.
