#2 This is not going to happen, but a guy can dream, right? Every newly elected lawmaker should be objectively tested on the laws they are responsible for upholding. On the basis of their exam score, said lawmakers and the district that elected them would be "weighted" with the lowest score having the least weight. Going forward, the lawmaker's vote in the body they serve on would be likewise weighted and in future elections the district's votes would likewise be weighted.

#5 re #2: Strictly speaking, the President (and the executive branch) is responsible for upholding the laws that Congress passes.

But I'm sure you knew that. I agree that congresscritters (and voters) should have to pass a basic civics test.

Make them take that test before their names are placed on the ballot and then put their test scores on the ballot.
