#3 The EU nations will mostly stay out of Leabanon since some of their troops might get killed and they have no plans to confront Iran, Syria or their proxies.

A force that will not take military actions against Hizb'allah will not be effective. The UN is less than worthless at keeping or establishing peace. Leabanon already has US bl;ood on it's hands so no help is comming from us ever in all likelihood.
