#7 Lefties are always agitating for some sort of mandatory public service for the young. How bout this: If you don't make a realistic predetermined cut to go into high school, you get the national service track instead. Would give some the incentive to work harder to avoid it, and it could be tailored to beat the "too cool for school" out of the rest.
