#1 Officials say they were participating in 'ruck march day,' where they carry 35-pound backpacks while on a rigorous 12-mile hike

Huh?
We did that as 12 y/o Boy Scouts in the NM summer.

#2 You can't tough your way through dehydration. When I was at Benning OCS 69, there were some heat casualties, rumored to be more than the same time in Nam. Only protection is command attention to providing lots of water.
Used to live in Connecticut. No matter how hot the day turns out to be, there's rarely any warning in the air at dawn and no particular urgency to drink water until it comes out your ears.
Gotta have your Listers or you're in trouble.

#3 I remember doing a 50 miler on the Appalachian Trail one 3-day weekend very near there with at least 35 pounds when I was in Boy Scouts at 12 or 13. We carried only 1-2 quarts of water but refilled whenever possible. But global warming has occurred since then. And we likely had lots more surface area per pound to dissipate excess heat. Leadership failure. (Seems to be a lot of that going around, probably another covid symptom...)

#4 AS long as we're telling war stories" 65# pack from Yosemite Valley to Kennedy Meadows over Benson pass (10K elevation). Don't recall watering, just the lousy Coors that was all they had at Kennedy.

#6 'These are all soldiers who are vying for the opportunity to become commissioned officers,' he said.

Ah. Why it was on a trail.
