#5 there are about 5000-7000 Schedule C positions in the Federal govt executive branch. They are exempt from civil service hiring regulations and serve 'at will'

Fewer than a hundred were fired during the Trump Admin. and some positions were left unfilled during most of the Trump Admin.

The people who report to the political appointees are typically skillful flatterers who would survive almost any change in govt. They are subject to reassignment but not firing. I doubt the Schedule F idea would have made much of difference.
