After about how many years has it taken the various services to realize in the personnel department that there is a real war on. The peacetime assignment policies and promotion system should have been suspended or superseded during hostilities. It's no longer about advancing careers, its about winning the war. War isn't fair. War is Darwinistic. You get the best in place to pursue the war to its end or a minimal state was quickly as possible. It's not about getting your time in to punch a ticket so everyone can have a chance for future career progression.
