I think you misunderstand what drives various government organizations in this country. Unlike Muslim leaders, the president has limited powers. Saddam could pull the head of the Mukabharat aside in a private room and blow his brains out. Ogabe cannot. Both the CIA and the FBI will be around long after Ogabe is dead and buried. They will do what they think is in the best interests of their organizations, not what they think is best for Ogabe. Since administrations change every four years, if the CIA and the FBI want to avoid jail time, they will stall Ogabe or outright resign to embarrass him when he wants to do something outrageous, such as spy on domestic opponents (in the CIA's case) or arrest them (in the FBI's case). Note that unlike in Muslim countries, we do have real elections every four years. Anything Ogabe does today, we can do to him once he is out of power. The possibility of future retribution, not any spirit of generosity, keeps Ogabe from doing some of the things he would like to do to the opposition.
