#3 My guess is that these are Muslims gathered to learn all about the outer jihad, who may have gotten mixed up in Egyptian anti-government jihadist cells. Some of them might actually be Western government spies deliberately infiltrated to find out what the Islamists are up to. Infiltration is easier to do in a place like Egypt, where you don't actually have to kill anyone to prove your bona fides. The fact that they're recruiting non-traditional Muslims (native Westerners) cuts two ways - on the one hand, native Westerners blend in better if jihadists are conducting operations in the West, but on the other hand, it is easier for the Western security services to infiltrate ideologically-sound agents (i.e. non-Muslims) into jihadist movements.
