#3 There isn't a person alive who can get along with the heads of 16 agencies plus the Secretary of DoD plus the FBI director. In any administration.

Actually, there is a rather simple solution. The DNI needs to be placed in charge of a centralized personnel department for hiring, training, ratings, promotions, and transfers of all intelligence community (IC) personnel at ALL LEVELS. Grab them by the ~~balls~~ paychecks, their hearts and minds will follow. Until this happens, don't expect much progress or change.

#4 We have too many agencies. Eliminate or roll in about half and centralize most of the chain of command.

That would solve a lot of the infighting right there. Nothing will ever eliminate it, but it would reduce it.
