#2 Richard, here's a link to Wikipedia's summary of the German political system.

From (hazy) memory, the President in Germany is a ceremonial office; the Kanzler (Chancellor) is the actual head of government. Germany has a sort of parliamentary system - the people don't elect the head of the government; the Bundestag does.
