#2 Nope, 3dc, he's a bad guy. He ran his brother's praetorian guard, a unit that led the massacre at Hama. But when given the opportunity to overthrow his brother, he wiffed.

Now he's back -- perhaps the son is an easier target?

#4 His timing isn't very good this time, either. Should he overthrow his nephew, that puts him right in G.I.Joe's cross-hairs, which seems to be an uncomfortable place these days... at least for a little while.
