I think they mean those little leftover triangles you get when you use pinking shears.

#3 Perhaps they mean like leaf bags to be reused, those would be cloth.

#4 Garmet waste is the excess fabric left after cutting the pattern from the material. There usually isn't much in commercial shops, but it's good for stuffing, packaging, and other things. Usually it's burned, but I guess there are those willing to pay for it.

I gave up trying to descipher Bangladeshi place-names years ago. You'd need a store of 1:25,000 maps the size of a Walmart Superstore, and even then you'd have to discard 2/3 of what you found, since the Bangladeshis use the same name for 50 different places.
