Most likely the same foreign country (India) that Israel sent F-16s for practice.

#4 Or the Ukraine -- they are looking for buddies in the West and don't particularly like the Muslims in their neighborhood. And they are really nervous about the Russians helping the Iranians with their bomb - Sevastopol is located in Ukraine and is an obvious strike target for a nuclear-armed Iran.
