#1 UNOCAL offered to develop the gas fields. They would also supply India (the largest market in the area) so the Bangladeshis refused the offer.

The TATA group offered the largest ever investment in Bangladesh, steel plants, factories, power plants, that would use this gas.
Tata is Indian so the Bangladeshis refused the offer.
